Residential handset creator Ringing Bells will dispatch India's most moderate cell phone for under Rs 500 in the not so distant future, a move that is set to disturb the blasting handset market in the nation. 

The dispatch is in accordance with Prime Minister Narendra Modi's vision for "engaging India to the last individual, changing India's development story", the Noida-based organization said. 

Safeguard Minister Manohar Parrikkar will dispatch the cell phone 'Opportunity 251' on February 17.
